Steel and iron (quantities of steel and

iron not used for the manufacture

of arms and ammunition do not

come under this limitation):

Each permit shall cover not more

than five thousand tons.

Wheat Flour: Each permit shall cover not

more than one thousand five hundred

Clothes and packages: Each permit shall

cover not more than ten thousand

pieces.

Sanitary materials for military use or

materials for military education:

Each permit shall cover articles

not exceeding dollars ten

thousand in cost.

When two or more kinds of articles of the

foregoing are to be shipped together and the

total of the quantities of the several kinds of

articles does not exceed the fixed number, it

shall be permissible to fill in one permit.
